Osório Sales Lucas has a Degree in Law by Eduardo Mondlane University (UEM, Public University) and a Master in Maritime Law by IMLI. From 1997 to 2008 he was a lecturer in UEM and, from 1999, he also was Legal Advisor for the Board of Directors of Caminhos-de-Ferro de Moçambique (CFM – Mozambican National Ports & Railway Company). In 2003 he took up office as Non-Executive Board Director in different ports and railways concessions, namely MPDC (Maputo Port Development Company), CDN (Nacala Port and Northern Railway) and Xitimela Leasing, which he accumulated, from 2007, with the function of Executive Board Director in CFM.
In 2011 he took office at Portus Indico as Project Director & Legal Executive .
Osório Lucas was part of the negotiation teams of the Nacala, Maputo and Quelimane ports and of the Sena and Northern railway lines, having participated in the drafting of the respective Concession Decrees (Nacala, Northern Line, Port of Maputo, Nacala and Quelimane).
He is also co-author of several legal documents – Environmental Quality Standards, Proposal of Law of Sucession and the book “Comments to the Family Law”.
Currently, and since January 2012, he is Chief Executive Officer at MPDC.
